

Jenny Reed
Senior Executive Officer
As the leader of Southwestern Health Resources, Jenny oversees payor and direct-to-employer strategy and collaborates with clinical leaders to ensure a robust clinically integrated network from primary and preventive care to highly specialized services. At SWHR, Reed is the primary executive responsible for relationships between SWHR and managed care organizations, brokers and employers. She also facilitates the creation of payor and value-based payment strategies. Through her leadership, she positions SWHR’s clinically integrated network for success in a dynamic reimbursement environment.
Before joining SWHR, Reed served as the senior vice president of value-based care for Baylor Scott & White Health and the executive administrator for the Baylor Scott & White Quality Alliance. Under her tenure, alliance generated more than $410 million in savings and was consistently among the top savers in the nation and more than doubled its direct-to-employer contracts in two years.
Reed earned her Bachelor of Science degree from the University of Louisiana at Lafayette and holds a Master of Social Work from Louisiana State University.

Brian Felty
Chief Market, Payor Relations & Finance Officer
Brian Felty brings 15 years of healthcare experience in finance, leadership and business development to his role at Southwestern Health Resources. He enables the organization to succeed in a dynamic reimbursement environment by overseeing managed care functions across both UT Southwestern and Texas Health Resources, as well as SWHR’s financial operations. He also designs direct-to-employer products that create more value for employers and their employees.
Previously, Felty served as system vice president for business development and finance at Baylor Scott & White Health, where he led efforts in employer strategies, network management, customer navigation, finance and contracting for the Baylor Scott & White Quality Alliance. His background in hospital operations supports his ability to deliver sustainable, practical solutions that benefit patients.
Felty holds a master’s in healthcare administration from Louisiana State University Shreveport and a degree in economics from Texas A&M University.

Leslie Young
Vice President, Chief Administrative Officer
Leslie Young brings more than 30 years of healthcare expertise to Southwestern Health Resources (SWHR), where she currently serves as the organization’s chief administrative officer. She began her tenure at SWHR as an operations officer for the Care N’ Care Plan and has experience working across Medicare, Medicaid, TRICARE and commercial lines of business.
Before joining SWHR, Young was market vice president for Humana’s NETX senior products team, growing its membership to 250,000. She also served as CEO of Aetna Better Health of Texas, managing direct Medicaid contracts with the state.
Young began her career as an Army Medical Service Corps officer, serving 13 years on active duty and in the reserves. She and her husband, Gary, have lived in the Dallas-Fort Worth area for 15 years and enjoy exploring all things Texas.
Randy Smith
Vice President, Chief Legal Officer
Randall Smith serves as the chief legal officer of Southwestern Health Resources, where he provides legal leadership and support across areas including governance, facilities, procurement, IT and information security. He also oversees and advises the organization’s boards and committees.
With more than 15 years of healthcare industry experience, Smith is known for his professionalism and strategic legal guidance. He previously served in the U.S. Air Force Judge Advocate General’s Corps for six years, including a deployment to Iraq in support of Operation Iraqi Freedom from 2008-2009.
Smith earned a Bachelor of International Studies from Brigham Young University, a Master of Business Administration from the University of Michigan and a Juris Doctor from Emory University. In his free time, he enjoys being outdoors and attending his children’s sporting events.

Abby Jackson
Chief Compliance Officer
Abby Jackson leads compliance efforts for Southwestern Health Resources. She also serves serves as the assistant vice president of compliance and privacy operations and the privacy officer for our system partner, UT Southwestern Medical Center's Office of Institutional Compliance & Audit Services.
Jackson has more than a decade of experience building effective compliance, regulatory and privacy programs. She began her compliance career at Protiviti and joined UT Southwestern in 2019, where she led the development and implementation of the institution’s privacy program. Her role has since expanded to include oversight of compliance operations, system administration and investigations. In her current capacity, Jackson continues to strengthen the compliance and privacy framework across both organizations.
Jackson earned both her Master of Business Administration and Master of Science with a concentration in health organization management from Texas Tech University.
