Jenny Reed

Jenny Reed

Senior Executive Officer

Jenny Reed, the senior executive officer at Southwestern Health Resources (SWHR), oversees payor and direct-to-employer strategy and collaborates with clinical leaders to ensure a robust clinically integrated network from primary and preventive care to highly specialized services. At SWHR, Reed is the primary executive responsible for relationships between SWHR and managed care organizations, brokers and employers. She also facilitates the creation of payor and value-based payment strategies. 

Through her leadership, she positions SWHR’s clinically integrated network for success in a dynamic reimbursement environment. Before joining SWHR, Reed served as the senior vice president of value-based care for Baylor Scott & White Health (BSWH) and the executive administrator for the Baylor Scott & White Quality Alliance (BSWQA). Under her tenure, BSWQA generated more than $410 million in savings and was consistently among the top savers in the nation while accomplishing greater than 100% growth in direct-with-employer contracts in just two years. Reed earned her Bachelor of Science degree from the University of Louisiana at Lafayette and holds a Master of Social Work from Louisiana State University.

Brian Felty

Chief Market, Payor Relations & Finance Officer

Brian Felty is a highly accomplished professional with 15 years of healthcare experience in finance, leadership and business development. At Southwestern Health Resources (SWHR), Brian enables the organizations to succeed in a dynamic reimbursement environment by having oversight the managed care functions across both UT Southwestern and Texas Health Resources and the financial responsibilities of SWHR. In his role, Brian designs offerings to create more value for employers and their employees through direct-to-employer products.

Formerly serving as the system vice president for business development and finance at Baylor Scott & White, Brian played a pivotal role in overseeing various vital functions, including employer strategies, network management, customer navigation, finance and contracting teams of the Baylor Scott & White Quality Alliance (BSWQA). His hospital operations background helps him deliver on sustainable practical solutions that benefit those who need healthcare. Brian holds a master's degree in healthcare administration from Louisiana State University Shreveport, and he also earned a degree in economics from Texas A&M University.

Leslie Young

VP, Chief Administrative Officer

Leslie Young has more than 30 years of proven healthcare expertise working with Medicare, Medicaid, TRICARE and commercial lines of business. She started at Southwestern Health Resources (SWHR) as an operations officer for our Care ‘N Care Plan and now serves as SWHR’s chief administrative officer.  

Before working at SWHR, Leslie was the market vice president for the Humana NETX senior products team, successfully growing their market from 0 to 250,000 members. Prior to Humana, Leslie was the CEO of Aetna Better Health of Texas, where she was responsible for direct Medicaid contracts with the state. Leslie started her career as an Army Medical Service Corp officer, serving 13 years on active duty and in the reserves. 

She and her husband, Gary, have lived in the DFW area for 15 years and enjoy exploring all things Texas. 

Randy Smith

Randy Smith

VP, Chief Legal Officer

Randall Smith is the chief legal officer of Southwestern Health Resources (SWHR). In this role he provides leadership and support for legal services, governance, facilities, procurement, IT and information security. He additionally provides oversight and guidance for SWHR’s boards and committees.  

Randall has worked in the health care industry for over 15 years and has a proven track record of leadership and professionalism. He also served as a member of the USAF JAG Corps for six years and deployed to Iraq in support of Operation Iraqi Freedom from 2008-2009. 

Randall earned his Bachelor of International Studies from Brigham Young University, Master of Business Administration from the University of Michigan and his Juris Doctor from Emory University.    

In his free time, Randall enjoys being outdoors and can often be found attending his kids' sporting events.

Office of Institutional Compliance and Audit Services

Natalie Ramello is serving as the interim chief compliance officer for Southwestern Health Resources. She is also the vice president, chief compliance & audit officer for UT Southwestern Medical Center, where she leads the Office of Institutional Compliance and Audit Services. She oversees a broad portfolio that includes privacy, health system compliance, research & academic compliance, compliance program effectiveness, controlled substance & pharmacy compliance, and internal audit services, ensuring the integrity of operations across both UT Southwestern and Southwestern Health Resources. 

Natalie previously served as vice president and chief risk & compliance officer for CommunityCare, part of the Ascension Health System, where she directed enterprise compliance, privacy, audit, and risk management programs. She also served as the regional compliance, privacy, and risk management director for the Texas Region of the Providence St. Joseph Health System, responsible for programs across six hospitals, two medical groups, and an ACO in West Texas. Earlier in her career, she was the director and chief risk & compliance officer at Bay Area Medical Center. Her experience extends to several large academic and pediatric health systems in Chicago, including Lurie Children’s Hospital, Rush University Medical Center, and Loyola University Medical Center, as well as work with major national law firms. This diverse background gives her a unique perspective on compliance and risk management across both clinical and academic settings. 

Natalie holds a Juris Doctor from Loyola University Chicago, along with a master’s in social work and organizational leadership. She maintains numerous professional credentials, including Certified Professional in Patient Safety (CPPS), Certified Professional in Healthcare Risk Management (CPHRM), Certified in Healthcare Compliance (CHC), Certified Compliance & Ethics Professional (CCEP), Certified in Healthcare Privacy Compliance (CHPC), Certified in Healthcare Research Compliance (CHRC), Certified Internal Auditor (CIA), and Certified Healthcare Internal Audit Professional (CHIAP). In addition to her executive leadership, Natalie is an adjunct faculty member at Texas Tech University, where she teaches health law and ethics, sharing her expertise with the next generation of healthcare leaders. With a career dedicated to strengthening organizations through strategic risk management, compliance integrity, and operational excellence, Natalie is recognized for her ability to translate complex regulatory frameworks into clear, actionable strategies that empower leadership and protect institutional mission.
